Kelly Uebel is the founder of Background Legal Advisory, where she provides strategic legal consulting to consumer reporting agencies and employers navigating the complexities of background screening compliance.

Kelly focuses her practice on Fair Credit Reporting Act (FCRA) compliance, program audits, contract review and risk management for regulated screening operations. She works closely with clients to design practical compliance programs that align legal requirements with real world business operations.

Kelly is deeply familiar with the background screening industry, having worked for a variety of consumer reporting agencies in a legal and compliance capacity. She remains actively engaged in the Professional Background Screening Association (PBSA), including previously serving on the PBSA Board of Directors and as Chair. Kelly has helped several CRAs move through the PBSA Accreditation process, while providing guidance that reflects both regulatory requirements and evolving industry expectations.

Her approach is business-first and solutions-oriented. Rather than offering theoretical legal advice, Kelly partners with clients to identify risk, strengthen policies and support sustainable growth in highly regulated environments. She is particularly experienced in advising consumer reporting agencies on operational compliance, audit readiness and accreditation-related requirements. Kelly also has deep experience partnering with employers providing guidance on complex processes and legislative trends, including fair chance laws.
